[Usability][SubscriptionBilling]: Subscription Billing: Add “About” info panels and guided tours to explain module capabilities

Describe the issue

Provide short, contextual onboarding help for Subscription Billing by adding About information (header + short text) to key pages/reports and by extending/adding guided tours for the most relevant Subscription Billing entry points.

Expected behavior

• About info (Help pane)

  • On the targeted Subscription Billing pages and reports, users can open an About section from the page/report help.

  • The About section shows:

    • AboutHeader: “About %1” (where %1 resolves to the current page/report caption)
    • AboutText: a short explanation of the purpose of the page/report.

  • Where applicable, a tooltip/entry point (e.g., “Show info about %1”) provides a consistent way to access the About content.

• Guided tours (in-product teaching tips)

  • The existing Item Card tour is extended with Subscription Billing-related steps (field and factbox guidance).
  • New spotlight tours are available for core Subscription Billing pages (e.g., contract, subscription, package, recurring billing) to explain the main fields/actions in a guided, step-by-step flow.
  • Tours support standard navigation (Next/Back) and can be closed/understood, behaving consistently with standard Business Central tours.
