This is an initial attempt to add package.json files to CoffeeScript exercises. I also added a GHA to verify the package.json files were correctly synced on any PRs or pushes. I added support for linting all exercises, which I'll proceed to do in a follow-up PR because it'll be pretty noisy the first time I run it.
